Heat 1 Tbsp. oil in small saucepan over medium heat; add onion and cook 3 minutes until translucent and starting to brown around edges. Stir in mustard, vinegar and sugar, remove from heat. Cool. With meat in dish, cover with marinade on both sides; cover, chill 3 to 8 hours.
Heat remaining olive oil in skillet; scrape marinade off steak into dish, dry steak, then sprinkle with salt and pepper. Cook steak to desired doneness; transfer to warm plate. Add marinade to skillet with 3 tablespoons water; bring to boil, reduce heat and simmer 1 minute until thickened; serve over steak.
